Code Enforcement Officer
Job Description
Under the direction of the Deputy Building Commissioner, the Code Enforcement Officer serves as property maintenance inspector for all existing residential, commercial, and industrial properties. This position performs field inspections and assists with enforcement of Village building and zoning codes; assists in establishing and maintaining the current codes, ordinances, regulations, programs, and policies of the Village; complies with all safety procedures and policies of the Village; and performs special tasks and projects as assigned.
ESSENTIAL JOB FUNCTIONS

- Inspect all primary and accessory structures as required to assure compliance with building and zoning codes.
- Identify violations of the Property Maintenance Code and appropriate City Ordinances.
- Respond to complaints from the general public, other Village Departments, and/or Elected Officials.
- Issue warning tickets or citations when applicable.
- Assist in the preparation of various reports, recordkeeping, and informational publications.
- Conduct systematic and complaint-driven investigations regarding violation of building, zoning, and related ordinances.
- Advise owners/occupants of actions necessary to correct violations, take measures to enforce compliance with applicable codes and ordinances, implement community programs, and work with citizen-based organizations.
- Prepare notices to violators or owners of property, maintain records and reports, answer complaints and questions about applicable codes and ordinances.
- Collect and prepare data and documentary evidence for use in court, appear and testify at legal proceedings as required.
- Prepare periodic complaint reports and summaries as directed by the Director of Building and Deputy Building Commissioner.
- Work rotating after-hour calls as scheduled by Director or Commissioner.
- Performs other duties as assigned.
- Regular and reliable attendance is required.

Requirements:COMPETENCIES
- General knowledge of building plans, blueprints, and zoning codes.
- General knowledge and experience in property maintenance inspection.
- Ability to use or learn computer data entry and specialized software applications.
- Excellent organization, communication, and customer service skills.
- Ability to work well with the public to interpret and explain regulations.
- Ability to work well with others and function well under pressure.
- Professional in appearance and conduct.
REQUIRED EDUCATION AND EXPERIENCE
- High school diploma or equivalent required.
- Degree in construction technology, business, or other related degree is preferred.
- 2-5 years of practical experience with property maintenance and ordinance interpretation is preferred.
- General knowledge of International Building Codes and National Electric Code is helpful.
- Must obtain International Property Maintenance Certification within 1 year of hire.
- A valid Driver’s License.
WORK ENVIRONMENT
- Up to 25% of the work is performed in the office setting. Hand eye coordination is necessary to operate computers and other office equipment.
- While performing the duties of this position the employee will be required to work in outside weather conditions and be exposed to wet or humid conditions, extreme hot or cold temperatures, and be exposed to airborne particles.
- The noise level in the work environment is usually quiet in the office and moderate in the field.
PHYSICAL DEMANDS
- While performing the duties of this position the employee is frequently required to walk, hear and see, use hands and fingers, handle, feel or operate objects, tools or controls, and reach with hands and arms.
- Specific vision abilities by this position include close vision, distance vision, peripheral vision, depth perception, and the ability to focus.
SALARY AND BENEFITS
This is a full-time, non-exempt position with a starting base hourly wage of $38.16 ($79,384 annually). The selected candidate will have the opportunity to advance a step within the salary range on an annual basis.
The Village offers a generous benefits package, including an Illinois Municipal Retirement Fund (IMRF) pension, vacation, personal, holiday, and sick time. Medical, dental, vision, life insurance, and medical/dependent flex plans are also included and begin the first day of employment.
